Dave Abrams

February 26, 2023

Mr. Abrams is the owner and CEO of Maritime Institute (MI), the largest provider of US Coast Guard certified training courses for both military and civilian mariners in the United States. Mr. Abrams acquired Training Resources Limited and Maritime Institute in 2018 and merged them together to form TRLMI, then acquired Mid Atlantic Maritime Academy in December 2021 and rebranded both companies to “Maritime Institute” in 2022. Also in 2021 MI formed a new division called Maritime Publishing, and acquired several magazine titles for the maritime industry, including Professional Mariner, Pacific Maritime and Fishermen’s News, with Mr. Abrams as publisher.

A former U.S. Navy Surface Warfare Officer, Mr. Abrams holds an MBA from the University of Southern California and a BA from the University of Rochester. He is an active member of Young President’s Organization and San Diego Yacht Club. Mr. Abrams is a licensed pilot and Coast Guard Licensed 100 Ton Master.

John Stauffer

John Stauffer, CW4, USA (Ret) joined Maritime Institute in 2022 as the Executive Vice President. He brings over 30 years of maritime operational and training experience to the company.  John served for 22 years as an Army Mariner concluding his career as the Chief of the Maritime Operations Branch in Virginia where he provided operational guidance for the training of Army maritime professionals. He has over 12 years of sea duty, serving as Captain on numerous classes of Army vessels including the USAV Frank S. Besson (LSV-1), USAV James A. Loux (LSV-6), USAV Port Hudson (LCU-2035), and the USAV Tug Enduring Freedom (ST-911).

Prior to joining Maritime Institute, John served as the Associate Vice Chancellor for the Maritime Campus at San Jacinto College in Houston, Texas.

John Stauffer earned his undergraduate degree in Business Administration from Saint Leo University and his MBA from Liberty University.  John is from Pittsburgh, PA and has been happily married to his high school sweetheart Melissa for 27 years.  John and Melissa have two adult daughters Alli and Ashley Stauffer.  In his free time John enjoys running, golfing, traveling and serving his community.

Ray Blanchet

February 26, 2023

Born December 14, 1959 and grew up in Rockport Massachusetts attended the Rockport school system graduating from High School in 1977. Attended Maine Maritime Academy graduating with a BS in Marine Engineering and Unlimited Horsepower 3rd Assistant Steam and Motor License May 1981. Hired by the United States Navy Military Sealift Command as a 3rd Assistant Engineer May 23rd, 1981. Sailed with MSC for 33-1/2 years, 25+ as Chief Engineer on Diesel, Diesel Electric and Gas Turbine Powered UNREP vessels in support of the US and allied Navies around the world. Served as Port Chief Engineer for the Command for two tours, extended at the request of the Command each time. While Port Chief Engineer also assisted the US DOJ-ENR as a subject matter expert on multiple maritime pollution cases. Served as Special Assistant to the Commander Military Sealift Command in 2010. Chairman of the Defense Safety Oversight Council – Electrical Safety Special Interest Initiative from 2008 – 2011. Participated in the design review of the USNS Lewis and Clark Class T-AKE high voltage diesel electric UNREP vessels. Sailed on multiple classes of vessels with MSC, delivered USNS HENRY J. KAISER T-AO 187, USNS PATUXENT T-AO 201 and USNS SACAGAWEA T-AKE 2 as plank owner. Retired 31 December 2014 hired as an engineering instructor at Mid-Atlantic Maritime Academy January 7th of 2015 and currently Vice President of Operations and still teaching. Married with 5 grown children and the proud father of a veteran of the US Army’s 82nd Airborne and current Master Police Officer with the Virginia Beach Police Department.

Tracy Wimberly

Tracy Wimberly, EN1, USN (Ret), joined TRLMI after serving over 20 years in the Navy in the engineering department. Back on shore, Tracy was an instructor at SWOS LS NORFOLK , leading the Small Diesel Engine Overhaul School, where he became certified as a Master Training Specialist.

At TRLMI, Tracy is an instructor in our engineering department. He teaches a number of our courses, including, Fireman Oiler Water Tender and Rating Forming Part of an Engineering Watch, OICEW Motor and OICEW Auxiliary. Additionally, Tracy has been instrumental in instructing the Boot Camp classes on various engineering systems. When he is not at work, his hobbies include hanging out with his family and friends as well as outside cooking.

Randall Rockwood

February 26, 2023

Rockwood retired from Military Sealift Command in 2018 after sailing for 34 years including 18 years as master.  His holds a license as Master, Unlimited Tonnage Upon Oceans and Master, Towing Vessels Upon Oceans and Western Rivers.   He commanded 21 vessels, some more than once including the plank owner master USNS LEWIS AND CLARK (T-AKE1) the first dry cargo/ammunition ship designed exclusively for civilian operation.    A particular highlight of his career was commanding USNS COMFORT (T-AH 20), one of two civilian operated USN hospital ships.  He deployed on Continuing Promise 2011 to bring medical care to nine countries of Central and South America.

Rockwood began as a full time maritime instructor at Mid-Atlantic Maritime Academy upon retirement. He is approved to teach over 60 courses and focused predominantly upon bridge simulator courses including Bridge Resource Management, Basic and Advanced Shiphandling.

Now as Vice President Curriculum, Compliance and Audit he has coordinated the transfer and consolidation, renewals, and auditing of courses to ensure Maritime Institute remains a respected leader in maritime training from coast to coast.   In his off time he grows vegetables, kayaks, fishes and generally appreciates not being at sea any longer.

James Boleyjack

James (Bo) Boleyjack, DCC (SW) USN (Ret) joined Maritime Institute in April 2022 as a Damage Control Instructor. He brings over 17 years of Firefighting training experience to the company. James served for 23 years in United States Navy as a Damage Controlman concluding his military career as the Damage Control Chief in Virginia where he provided Coordinated managerial and safety supervision functions in support of Damage Control, Fire Fighting, Chemical, Biological and Radiological Defense (CBR) programs. Performed duty as the Damage Control Subject Matter Expert, Gas Free Engineer and Assistant Safety Officer. He has over 17 years of sea duty, serving Damage Controlman on Navy vessels including USS Fort McHenry (LSD43), USS Tortuga (LSD46), USS Winston S. Churchill (DDG81), USS The Sullivans (DDG68), Afloat Training Group Atlantic, Fleet Training Centers Farrier Fighting School Norfolk, USS Constellation (CV64), USS Independence (CV62).

Prior to joining Maritime Institute, James served 12 years as Head Night Supervisor in Virginia Beach Public Schools.

James Boleyjack earned his Associates of Applied Science and Bachelor of Business Management Technology Degree from Saint Leo University. James is from Nashville, TN. Has four Children Aaron, Cameron, Lauren, Amelia. In his spare time, Bo enjoys repurposing items, playing with his grand babies (6), traveling, and helping others.

Adrian Batchelor

April 2, 2023

Adrian joined the Mid Atlantic Maritime Academy on October 1st, 2012, after 30 years of service in the United States Navy, having retired at the rank of Master Chief Engineman.  He is experienced and trained in all propulsion modes to include motor, gas turbine, and steam.  His active tours include USS Fletcher DD-992, USS Tortuga LSD-46, Fleet Training Center Norfolk, USS Falcon MHC-59, USS Defender MCMC-2, NETPDC Saufley Field, USS Mason DDG-87, and SWOS Norfolk.  As the East Coast Operations Manager, he oversees all Maritime and Wind Energy training for the Maritime Institute East division.

Larry Burkhead

Larry joined the Mid Atlantic Maritime Academy in 2013 as an Engineering Instructor.  Having retired after 24 years of United States Naval service, he brings many years of engineering experience with him.  As a Master Training Specialist, he has trained hundreds of engineering students throughout his tour at the Center for Naval Engineering.  His shipboard tours include the USS Sylvania AFS 2, USS L.Y. Spear AS 36, USS Harry S. Truman CVN 75, USS Carl Vinson CVN 70, and USS Enterprise CVN 65.

Larry earned an associate’s degree in Applied Marine Engineering from Coastline Community College and earned a BS degree in Vocational Technical Education and Curriculum development from Southern Illinois University.

Larry hails from Uniontown, PA but has called Virginia his home for the past 30 years.  He enjoys spending time with his family and friends camping and playing sports.

Bobby Frost

April 2, 2023

BMC USN (RET), joined Maritime Institute in 2022. He is an instructor for Able Seaman, Proficiency in survival craft, and Personal Survival Techniques. Bobby served in the U.S Navy for 22 years, performing various deck department roles onboard USS Samuel Elliot Morrison (FFG-13), USS La Moure Country (LST-1194), and HSV-2 Swift. He earned his Master Training Specialist qualification while serving as a Crane Instructor for Navy Cargo and Handling Battalion-1 in Williamsburg, Va. Bobby enjoys playing bass guitar, hunting, fishing, gardening, and attending concerts with his wife and two children.

Jennifer Cuevas

February 26, 2023

Jennifer Cuevas, retired from the Navy after 20 years of service as an Independent Duty Corpsman. Jennifer served aboard the USS Eisenhower (CVN-69), USS Whidbey Island (LSD-41), and USS Mason (DDG-87). She also completed 2 deployments to Afghanistan and 1 deployment to Iraq. Jennifer joined Maritime Institute in July 2020 and using her experience to teach Medical First Aid Provider, Medical Person In Charge, First Aid/CPR, Personal Safety and Social Responsibilities, Basic Firefighting, Vessel Personnel with Designated Security Duties, Crowd Management, Crisis Management and Human Behavior. When she is not at work she spends time with her kids Michael and Christopher, she also makes personalized cups and crafts.
