Course Description
MARITIME INSTITUTE Upgrade Operator Uninspected Passenger Vessel (OUPV) to Master 100 Tons Course (MARINS–530) provides classroom instruction on the subjects for deck licenses promulgated in 46 CFR 11.428 and 46 CFR Table 11.910-2 for the 100 GRT/250 GT Great Lakes, Inland and Near Coastal upgrade from OUPV to Master licenses. An applicant who successfully completes this Upgrade OUPV to Master 100 Tons (MARINS-530) course and presents the course certificate within one year of the completion of training, will satisfy all examination requirements for upgrade of a merchant mariner credential from OUPV Near Coastal, or Great Lakes and Inland, or Inland Waters to a credential of Master or Mate of less than 100 gross registered tons upon Near Coastal, or Great Lakes & Inland, or Inland Waters; OR, increase the scope of a credential of Master or Mate of less than 100 gross registered tons upon Great Lakes and Inland, or Inland Waters to Master or Mate of less than 100 gross registered tons upon Near Coastal Waters.
Provided the candidate meets all other qualification requirements for the requested license, those who pass the examination with satisfactory scores will be considered to have demonstrated that they possess the knowledge required by 46 CFR 11.428 and 46 CFR Table 11.910-2 for upgrade from OUPV to 100 GRT/250 GT Great Lakes, Inland and Near Coastal Master licenses. The level of understanding will be at least equal to the standard for passing the upgrade from OUPV to Master 100 Tons Coast Guard examinations given in the Regional Examination Centers.
Class Requirements
Final exams for ONLINE COURSES must be proctored IN-PERSON at one of our approved locations in: Alameda and San Diego, CA; Norfolk, VA; Everett, WA, and Honolulu, HI.
Training Certificate of Completion
Any applicant who has successfully completed your Upgrade OUPV to Master 100 Tons (MARINS-530) course within one year of application will satisfy the examination requirements of 46 CFR 11.201(j)(1) for original issuance of the following endorsements: • Upgrade from OUPV to Master of vessels of less than 100 GRT upon Near Coastal, or Great Lakes and Inland, or Inland waters, PROVIDED the applicant holds an OUPV endorsement or has met the examination requirements for OUPV within one year of application; AND • Increase in scope from OUPV upon Great Lakes and Inland, or Inland waters to OUPV upon Near Coastal waters; OR • Increase in scope from Master of vessels of less than 100 GRT upon Great Lakes and Inland, or Inland waters to OUPV or Master of vessels of less than 100 GRT upon Near Coastal waters. This course does not satisfy the Rules of the Road: International and Inland examination requirement to remove a geographic COLREGS limitation from a deck officer endorsement.
